                                Foster Home Care

                                _ Every child has the right to a wholesome home-life where his/her potentials can be best nurtured and enhanced by the affection and security that family members provide.  There are instances, however, that the family, as the basic unit of the society, cannot perform its function of insuring the total development of a child, hence the need for alternative care.

                                 The usual remedy is to place abandoned, orphaned, neglected and abused children in orphanages or child caring institutions.  Although these are also forms of alternative care for children, the ratio of caregiver to children aren’t always ideal.  Many of the children, particularly young children, are not able to experience one-on-one bonding with significant adults that is invaluable to their normal growth and development.
                                 
                                Foster Care is the provision of planned substitute parental care to a child by a foster family, duly licensed by the Department of Social Welfare and Development (DSWD), when his/her biological parents are unable to care for him/her temporarily or permanently.  Unlike adoption, foster care is temporary in nature.  It can either be on a short-term (six months) or long-term basis (longer than six months).  It has a goal, which is either the return of the child to his/her biological family or his/her placement in an adoptive home.

                                                                                NORFIL believes that children should be cared for and grow within families.  

                                The Foster Care Program started in 1984 as a response to the increasing number of children who are neglected and abandoned and need alternative care.  It upholds the right of a child to grow up in a wholesome family environment.  Through its Foster Care Program, NORFIL is able to demonstrate the results where the child experiences the warmth of a mother’s care and the love of his/her whole foster family.
